Play it back slowly, and I'm pretty sure you'll find it says 'you shall get roots culcha' - makes sense as it sounds like it's from a sound system clash tape to me... soundbwoy burial talk... "who come fi test the champion sound"

As for some of the other words though... I must have listened to it slowed down sooo many times and I'm still none the wiser!
