I asked Mark XTC about this guy and he can't remember his EXACT name but...

the outlaw is a guy called matty engine, he used to work for me in ebloc

Eastern Bloc is a record shop here in Manchester... I'll go in later today and ask about him.

 

(So I guess his location should be "Manchester, UK")
