Dutch sounding sample, which probably isn't Dutch

Hello Rolldabeats forum,

For a while now I've been searching for a sample which was used in a 2001 track from The Netherlands.
The sample sounds Dutch and it sounds like it's saying "Kun jij de ritme voelen".
However I've heard the sample in song produced by non-Dutchies too, so I don't think it's actually Dutch.
It's spoken by a female, and I'm 99% sure it has to have come from a sample pack from 1997 or earlier.

This forum came up when I was researching the sample.
Midi Marks' Vocal Bytes 1 and 2 seemed like good contenders to have this specific sample.
This wasn't the case, however I did stumble across some other samples.

Saw a lot of sample pack expertise here, so I hope you can help me on my quest.
