Sounds like Sandman or Versatility break chopped into oneshots. X-Men already used the break from Mr Sandman Club Mix in "Read Your Mind" (https://www.youtube.com/watch?v=SjSc1_ymdQo&t=14), so Phase 2 probably uses Sandman break as well.

Woah, it’s probably the same one as in Kromozone - The Rush (1991). Never heard the full sample before.
And it was definitely used in Jazzy Jason pres. The Mixtress - Keep On (1989). -
